ISIS have threatened St. Patrick's Day in Ireland with terrorists having infiltrated migrant groups coming from Turkey and Ukraine, according to the Director of the International Centre for Terrorism.
A poster emerged online in the second week of 2025 naming targets in Europe for ISIS-K to attack. The poster has been verified by MEMRI - the Jihad and Terrorism Threat Monitor organisation.
'Don't wait for the new year to take action!' the poster states.
As well as Paddy's Day, threats are made against: Cannes Film Festival in France, San Fermin Festival in Spain, a Pony Swim Anniversary in Virginia, USA, the Vienna Ball in Austria, Oktoberfest in Germany, Glastonbury in the UK, Venice Carnival in Italy and a music event in Tennessee.
"ISIS-K has managed to mix some individuals into the flow of migrants," said Thomas Renard, Director of the International Centre for Counterterrorism, in an interview with Belgian newspaper L'Echo.

"The Islamic State in Khorasan (ISIS-K), the Afghan branch of the jihadist group, represents the number one terrorist threat in Europe", said Renard.
He added that the threat needs to be taken very seriously in Western countries, and that intelligence services are monitoring the situation.
"ISIS-K is the only jihadist group that has the capacity to project forces and plan an attack internationally.
"We could be dealing with radicalised individuals already on site, ready to commit attacks. People who are part of a community from Central Asia, the Caucasus or Chechnya, who are in contact with the jihadists via Telegram or the EI-KEnglish magazine."
The terrorist outfit operates tow migration "corridors" according to Renard, one through Turkey and the other through Ukraine.
Some militants are "mixed into the flow" with other individuals, he added.
"After the American withdrawal from Afghanistan, it took a year for the Islamic State to analyze the situation, regain strength and plan attack.
"(They) have a jihadist goal because they believe it will inspire change. After 2022, ISIS-K began to take the place of the Islamic State of Syria , with the difference that it does not have a contingent in Europe . To carry out attacks, they have to infiltrate its Afghan or Caucasian fighters, it's complicated.

"A new international operation against the Islamic State cannot be ruled out, even if it is not the best approach.
"Jihadist organizations follow a commercial tactic, they work on their brand image to attract new recruits and raise funds ," said Renard.
To raise cash, ISIS depends on local taxes and donations on an international scale.
In the first week of January, the Institute for the Study of War stated:
"IS’s growing strength could pose a major threat to the US , the West, and partners around the world and force tough trade-offs for policymakers. US and European officials had warned of a heightened risk of IS-orchestrated or IS-inspired attacks in the West for more than a year and thwarted numerous attacks in 2024 before the IS-inspired truck ramming attack in New Orleans, Louisiana, on December 31, 2024.
"IS’s growing strength and ability to inspire and orchestrate attacks could impose a trade-off for policymakers between providing resources for core US national security challenges—like countering Russia and China—or devoting more resources to counter the growing IS threat."
